I don’t agree totally.
I have travelled a lot around the Middle East and North Africa.
Due to my personal experience for the less strict Muslim country is Morocco, followed by Tunisia. Also Lebanon and Jordan are relatively open - minded.
Lebanon has a big problem which is the Hezbollah, and this terrorist groups have so much success, because there are too many poor people in the country who have no education, no work, no decent house and even not enough food for their children ... so they have nothing to loose and they feel anger against everything: The system, the middle - upper class (which have a clear occidental orientation), the Israelis...
Well, what I want to say is, that in Lebanon the official government isn’t strict at all, but one of the unofficial power is a Islamic terrorist group and these guys are Islamic hard liners...
I visit Morocco regularly and I must say that there is a really great mixture between modern life and traditions and nobody will bother you.
People are free to wear what they want and women are not excluded from public life. Going to Agadir is like visiting any place on the Spanish coast.
Some of my friends would answer your question saying that Turkey was the most liberal Muslim country, but Turkey is a country, where religion doesn’t have any influence in government decisions, education, etc. I don’t count Turkey as a Muslim country. Turkey should already belong to the European Union officially...

I would say Egypt and Lebanon, southern Lebanon that is. Women there do not have to cover their hair, that is personal choice, unlike so many other muslim countries. Women are safe to walk the streets safely there. They wear jeans, make up and nice shoes. I lived in Egypt and want to move back. Talk about true freedom! And women do have the right to say yes or no to a marriage, they unfortunately do get divorces even. It's a very suble but free society. South Lebanon, the women there have the equivilant to the Ms. American pageant. It's called Miss Lebanon. Some of the most beautiful women on earth are there. They, like women in the US, are not afraid to have a little nip and tuck here or there either. North Lebanon however is not quite so liberal. They are much more strict and do not really tolerate women's freedom.

Having traveled across the globe, I can definitely tell you that Turkey, Malaysia and Indonesia are the most liberal Moslem countries.

Next on the list comes Maldives, Lebanon, Jordan, Morocco, Tunisia, Egypt, Eritrea.

Followed by UAE, Bahrain, Pakistan, Oman.

Never been to Mauritania and some other African Moslem states but I gather they also have varying degree of liberty in a variety of issues related to religion, women, alcohol etc.

The most highly praised Muslim nation in regards to human rights is Tunisia. Tunisians are able to do a lot more than other Muslim nations.

I would say Tunisia and Lebanon are the least strict Muslim nations.

Lebanon and United Arab Emirates are the least strict countries, women are free to wear whatever they like, they can walk around in shorts and backless shirts,
Some other countries are also not very strict like Egypt, Syria and Jordan.

Turkey is the most liberal Muslim country. It is still considered Muslim, even though it is secular.
