The best way to make blue eyes stand out is using all blue makeup.
-blue eyeshadow (two shades, light and dark)
-blue eyeliner
-black or blue mascara
This really defines your eye and makes others notice that your eyes are blue.
It's amazing how changing your makeup can make such an impact on your eyecolor.
Keep in mind to wear sheer foundation to limit any blemishes or such that you might have (evening out your skin tone), it will take eyes off your skin and onto your blue eyes.
Also, wear a nude lipstick/gloss or no stick/gloss otherwise your eyes will look horrible!

Use black eyeliner and lashings of black mascara. Opt for a colour opposite blue on the colour wheel to make blue eyes stand out. I would use a purple or soft green to add colour to the outlining blackness.

Using blue eyeliner, blue mascara, and blue eyeshadow, will make your blue eyes stand out. If you don't want to use blue, you can use black liquid eyeliner on your top lid, and put a black pencil eyeliner on your lower lid, then top off with black mascara.

blue eyeliner is the secret to making blue eyes stand out... then you can use any color shadow you want or no shadow at all... it is amazing how much they will "pop" with blue eyeliner... try MAC brand (they have great colors)

uhg people people using blues does not make blue eyes stand out!! you have to use contrasting colors like reds, oranges, yellows, pinks, etc!

Try using light blue eyeshadows. If u dont no how to apply them go to Macys or any beauty consultant and ask how to apply

light blue??? try dark colour eye shadow or the smoky eye technique...use eyeliner and mascara

Use a complimentary eyeshadow color...orange is the compliment for blue but you could use a maroon-ish or redish brown.
