I want to know exactly, the difference between humidifier and dehumidifier (technically - other than one to humidify and other to dehumidify) and when are those used and alternatives (HVAC etc..,).

First the dehumidifier. It is a chiller really. It chills a set of coils and they will accumulate excess humidity in the air. The same way an iced drink in a glass will sweat on the outside when you are in the sun. The condensate will drip into a holding pan or will flow into a drain.

The humidifer will have a scource of water and be directed into a warmer air flow, the warmer air is capable of holding more moisture and the air will absorb the moisture and raise the humidity of the room.

A humidifier is usually a fan blowing over a wet sponge element to evaporate water into the air. Very simple.

A dehumidifier is like an air conditioner with hot coils and cold coils, but the air conditioner has the hot coils on the outside and a fan to carry the heat away to the outside air, while the cold coils are inside and cool the inside air and dehumidify it because moisture will condense on the cold coils and drip off to drain outside. In a dehumidifier, the hot and cold coils are in the same box. The air first flows over the cold coils and moisture condenses and drips down into a bucket or drain. Then the cold, dehumidified air flows over the warm coils and heats back up. The net result is to merely take moisture out of the air, and it will generally warm the room because of the power it takes to run. There are dehumidifiers made to pump the heat into a storage tank, supplying hot water. They can be used as air conditioners without an outside air connection, as long as you don't need too much cooling.

well a humidifier is used when you have dry skin or a sore throat, usually in summer for my family and a dehumidifier is used when it is too humid, usually the summer if you are in the mid east. Also a dehumidifier is used by cooks to preserve fruit and vegitables, by drying them.

one puts in moisture and one takes out moisture. other than that it is best if you use a warm humidifier when you have a cold and a cool mist one for the rest of the time.
