It was the slogan used by Polk in arbitrating with England over the Oregon Territory in 1846. England countered with the 49th parallel while the United States wanted the 54th parallel and 40 degrees as the boundary for the terrritory lineof the Oregon Territory and Canada.

The democrats and whigs wanted to aquire Oregon and the territory around there. Democrats and Whigs oraganized "Oregon Conventions" and in July a barpartisian national convention demanded that the U.S. seize oregon all the way to 54 40 north latitude, the southern limit of Russian Alaska.
