I've got an '82 Honda Passport that I ride every chance I get. When I'm going about 30 or so and let off the gas, I hear some noise coming from in front of me somewhere, kind of like a loose timing chain rubbing inside the engine. Or maybe plastic rattling. I can't tell. I run it without the plastic leg shield cuz my feet are too big, so the air intake is exposed. Is it just normal noise coming from the air cleaner?

Loose front fender.
Loose fork guards.
Headlight/handlebar shroud rattling.
Loose side cover.
Without seeing the bike, or hearing the noise, I can only guess.
One guy on "Answers" made a video of his bike while it was making a problem and put the video on "You-Tube" for everyone to take a look. Ingenious idea!
While you're riding and you hear the noise, start grabbing parts to see if you can stop the noise, or feel where it's coming from.

Hard to say without hearing it. Start with a thorough look see at all the potential spots, if you don't find a loose part give it a thorough tune-up to ensure everything with the engine is fine. BTW, when was the last time you checked the drive chain?
