i mean the floating laser that hover over the 2 1/2 inch by 3 inch handheld projector. that project any image programed to recreate.

Well, holograms are "optical junk"
Creating a hologram involves capturing the light of a laser sent in two directions so that the wave fronts at a specific spot are recorded on fine grain photographic film. These are then decoded by shining a laser on the film (in most cases.)
A 3-D hologram - that is one that can be rotated and show views all the way around an image - requires recording many different hologram images on a single sheet of film, each image showing a portion of the view, then supporting the film in a cylinder so that as it rotates or you walk around it, you see multiple versions of the scene that show the scene from all sides.
The kind you describe - like in Star Wars - doesn't exist in reality yet - although there are ways to make project an image on to a mist or smoke so it appears in mid air.
