if your ready to do alot of rinsing
CLR will take it all off
soak some paper towles in it and place them in the tank wait a few minutes then scrape the crud out
after tank is clean fill and drain several times
the more the better some soap will help for the first 2 rinses

If it's salt, it would come off with water and scraping. For a lime/calcium deposit, try a little diluted vinegar or lemon juice. Lime is a base, so an acid will remove it. There's a chance that if the tank was used with high pH conditions (cichlids or saltwater) the glass is permanently etched. Silica (glass) is slightly soluble in high pH and the surface becomes irregular, giving it a cloudy look. This can be flame-polished by a professional, but it's risky because the glass is just as likely to crack under the heat. If it's just the glass cover, it won't have that much effect other than dimming the light and diffusing it a bit. If it's the tank at all, the cloudiness goes away somewhat when it's filled with water, but it never looks quite new again.
