IT guy here...
It's because the Mark 1 human mind can see patterns, can pick out what's relevant, and can sift through the chaff a whole lot better than a program. A program is just a set of instructions. I grant you, it can be a horrendously complex set of instructions, but at its core, it's just a recipe.
But the human mind has been evolving for millions of years. It started out with "Can I eat this?". Then it learned "Is something trying to eat me?" From there, it learned camouflage, how to make and use weapons, how to pave roads, and how to distill scotch and to make computers. And a few other things, too, but lets just hit the high points. But it's only been making programs for about 125-150 years, I think, and the complicated ones have only been around for about 40 years. Programmers are working hard to catch up, but it'll take some time to get really, really good.
And you know what? Programs can't distill scotch, or pave, or any of those other things. So use a program where it's worthwhile and useful, but never turn off that Mark 1 brain.

Because computers only do what you tell them to do.
If you search for "car" when you really want "car dealers in my area" the engine only knows you want a car. The engine doesn't read minds, just the text the user inputs into the search box.
That's why people are better, they know what they want and can determine the exact relevancy of the website... the engine just determines the relevancy of what you search for.

Because humans are critical thinkers, where web searches are bought and paid for by website owners. Whoever pays the most gets TOP results during the query.
Look up info on how to do Boolean Searches, that should help avoid the useless sites that return on top, just because they "paid" for the spot.
