On the paint try wetsanding it with 2000 grit and then buffing it with a medium or fine cutting compound. Follow that up with a good swirl mark removing compound and then wax it. If the oxidation isn't extremely bad then this procedure should work well. On the chrome take steel wool and a dip it into a chrome polish and rub that onto the chrome. The polish on the wool will keep it from scratching really bad.
