Usually, you are charged for both incoming and outgoing calls, but there are some plans that do not charge for incoming. They are a little more expensive though.

Generally yes.
However if your plan has "in-network" calling or "free nights and weekends" or "5 friends on any network" then your minutes wont be used for either incoming or outgoing calls.
It really depends on what is included in your cell plan but anytime you use your phone it can potentially chew up your minutes.

Prepaid phone companies typically charge for incoming/outgoing calls plus they also usually charge roughly 0.5 airitme units for a text message in or out bound.
examples of prepaid carriers are GO phone, TracFone/Net10(R) cingular prepaid, Boost mobile, and jump mobile.
Contract carriers such as Cingular, Sprint/Nextel, CricKet, Verizon, etc...
Their plans have all sorts of little perks they use to get you to use the carrier these include but are not limited to
Unlimited nights, unlimited weekends, nights starting at 7:00 PM, instant messenger compatibility, internal built in(to the phone) internet browser, unlimited calls between wireless phones intra network, unlimited calls between wireless phones any network.

Yes, unless it's part of n/w or another same mobile call (Cingular is that way, anyhow)
If you have Cingular, a Sprint, etc caller calls you at 3:00 PM..yes, it's using your min! Most all carriers are like that.

Yes you do. But I know when Sprint was Nextel, you got free incoming calls. I don't know if it's still like that or not.
