I would say strapless bra. Even if the elastic in the shirt is meant to be a bra, it will not give you the same support, plus you run the risk of your nipples showing through that thin fabric. A bra gives you another layer of protection, in case that shirt slips accidentally. If the shirt does seem to move on you, you can pin or tape it in to the bra, giving you the appearance of being carefree, but the security of knowing you are going to be okay the whole day. Less focusing on your shirt, more on having fun!

Also, clear strap still show, and look kinda silly with shirts like that. If a strapless bra does not give your figure the right support, you might want to try a longline strapless bra. JC Penney Sell them, and they are not bad really.

Another option is a bandeau bra, from VS or Fredericks, those are nice because they do not slip down, but might not have the support you are looking for.

As a seamstress, I deal with fit on large chests a lot. With such thin material on a basically strapless top, that shirt wont support your chest as well as a bra. Plus with those little halter straps doing the job of holding up the girls, the back of your neck will get all sore and irritated. Invest some time in shopping for a good, well-fitting strapless bra. If the bra ends up peeking above your top, well... I'm a big fan of safety pins myself. :D Hey, whatever works!

honestly if your self conscious about your boobs if it gets(chilly) then i would suggest the strapless bra otherwise just go free!
