it's not DANGEROUS but, it may stop working soon which will cause an overheating condition and result in problems that alot of novice repair people confuse with memory problems. Heat related problems will cause all kinds of funky things to happen that just don't seem to be related to each other. Try blowing it out with a can of compressed air. Better yet, replace the fan, they are CHEAP compared to the overall price of what it COULD cost by not replacing it.

Mine periodically made a noise like an electric weed trimmer for over a year before it gave up the ghost. Friends who knew about computers suggested that I might want to replace the power supply (including the fan) to make it stop doing this. Unfortunately, the computer was old enough that you couldn't get parts anymore. I found that tilting it at a certain angle made the noise happen less. I wonder if the vibrations from the fan just eventually worked a connection loose somewhere, or whether something else went wrong.

It's not good. If the fan locks up and the processor overheats then that computer is done. replacing a fan is pretty easy.

If it is loud because of sheer speed, that's normal. 6000 rpm fans are noisy. I have one but it's good there are 3 speed settings.
If it is an old fan that has turned noisy, then it is telling you that it is about to fail.
