This is a map that can tell you who to contact where you are at. Some states you can apply online or print out the application at least, some have you call a central number and some have you go in person to an office in your county or nearby.

Go to your local DHS office and ask for a food stamp application, fill it out and return it, and they will give you an appointment to see a social worker, who would tell you if you can get it or not.
