if the light is a four way traffic light and your light is red but the light to signal yu to turn is blinking with no other cars is it mantiory to stop light at a red light or can you go because your light is green its just telling you to be careful when going threw the light.

Anytime the light is red, it means stop. If it is blinking red, you have to come to a complete stop, but can continue when it is safe.

I would say yes it is mandatory to stop. In some places there are certain times of day when your not allowed to make a left hand turn. Is that the way it is in your town? The green arrow is flashing to possibly let you know it's OK to make a left turn, but you still need to stop.
