nothing if he were born there.
what do YOU need to survive on earth ?

Neptune (compared to earth) is VERY cold.

Neptune is, on average, about 4.5 billion km (2.8 billion miles) from the sun. It is about 49,400 km (30,700 miles) in diameter, or about 3.8 times as wide as the earth. Even though Neptune's volume is 72 times that of Earth's, its mass is only 17 times Earth's mass.

which means its made mostly of gas.
so , there might not be a real surface to walk on like we think of one anyway.

you would also need some light, its so far from the sun, the sun would look like the moon, or a bright star.

You can only make a few basic guesses, such as a source of food and maybe shelter. The question itself is too open ended to formulate much more than a basic answer. The term "alien" could imply anything. Perhaps the alien can already survive very hot or very cold temperatures, in which case a thick coat would not apply.

If the alien could fly, then the concept of it needing floatation devices is irrelevant. If it was an aquatic alien, then it would need some sort of a watery environment in which to swim. If the alien was an aerobic being, then it would need oxygen to breathe.

Neptune is a gas planet, so you would need some kind of balloons to float in the upper atmosphere. It would be a lot easier to survive than the dense heat of Venus.
