I have tried 2 different hoses with the same result. This is the first time I am using it since last fall. My house is only 2 years old. It has a little plastic cap on top that I can't seem to remove. I think the water is spewing from there, though it may be from around the handle.

If your hose bib has a cap on top of it, it's not for anti freezing. It's an anti-siphon device. By code, once water leaves your hose bib it is no longer considered potable (drinkable) so if your hose is running up a hill and for some weird reason you lose water pressure in the house, the water in the hose won't come back into the house. It will spill out through the anti-siphon cap.

With the hose installed there is some back pressure in the faucet. It is most likely the packing around the stem/handle. You should be able to tighten the packing. Look just below the handle and there should be a "nut", tighten that just a bit and it should stop the leak.

line the threaded hose fittings with teflon tape. It may stop the leaking. Also check the rubber O rings inside to make sure they are not cracked or have disintegrated

Did you loose the little flat sealing washers in the hose end?

has to be a bad faucet end, have it replaced with a standard outside faucet that is all metal.
