Alaska...

The Arctic Coastal regions will be cold in winter as will Alaska's interior. The southern reaches where you find Anchorage, Palmer, Talkeetna, and such can have cold snaps but no to bad overall.

Summer means warmth, and long hours of daylight. No matter where you are in Alaska. In the interior where Fairbanks is for example, temperatures can reach near triple digit, but humidity is not like the lower states.

Alaska's weather is hit and miss. If you don't like it stick around for a couple of minutes it will change.

San Diego has the cool summers and low humidity but no snow.

Rocky Mountain towns , west of the continental divide .
Check Idaho , Montana , Wyoming and Colorado .
