Well, you'd need to check local zoning laws.
Strip clubs are certainly not the most accepted businesses to come into a community.
Find an empty building in a good location, preferably a street with many bars and not too many other clubs or competition. (You can always add new locations if your club is a success!)
Make sure you have enough money to make the building up to code, purchase stereo equipment and whatever else you will need.
I believe you also have to meet other requirements, which I cannot provide you. You could inquire within your city hall etc. I know you will probably want to server alcohol, so for that you need a license.
Of course, then you should look to hire a DJ, servers, and of course the strippers.
Make sure advertise a LOT! Hire friends and other people who are "hot" to deliver walk around and deliver the advertisments.
Make sure to have a unique name as well. Don't choose something to long. (When someone's drunk they won't be able to say the name correctly! HA!)

You need a liquor license, lots of money, a good dj, strong security, many feather boas and some physically fit extroverts who can reasonably dance well.
