Planting by the phases of the moon ais related to the moon's ability to move the sea - tides. It was thought that if the moon can move such an enormous body of water, how much more can it influence the movement of fluids in plants? So the best times for planting, pruning, transplanting various types of vegetation - fruiting annuals, leafy annulas, root vegetables, etc., were deduced from observation over many generations.
As there have been no real scientific trials - moon planting is inconvenient to industry - there is little belief in moon planting in commerce. It still works, though.

There seems to be empirical confirmation, but as far as I know there have been no real scientific tests on a broad base. I myself would not cut trees at full moon, or sow/plant root vegetables during the waxing of the moon, but then I come from a long tradition of central European peasants ;-)
