She was sitting with two coworkers doing nothing. the jewelry store was empty. the cleaning was free. took 3 minutes. she just dropped in into the machine. should i have tipped her?

i would say no,,, its not customary to tip jewelry store workers

Did she do anything that make you feel she went out of her way? Was she especially nice? If yes, then sure.
Tipping is a very personal thing. You can tip in any situation provided you feel the tip is warranted. Don't do it just because you feel you have to ;)
If you think she was great, very friendly and did an amazing job, then drop off a simple thank you card the next time you're by the store ;)

Tipping in that situation would probably not have been expected, not required.
If she had been especially attentive to you and made the effort to spend a few moments with you discussing the cleaning your necklace needed, you could have tipped her, but if she just took it from you, cleaned it and then handed it back to you without a word, then no tip was needed.

Not really, I'm not really sure but my instinct would tell me that a tip was not customary in that circumstance.

Hell no! I would have not tipped her. She did not have to work at all for it. So my answer is NO. And if you did, bad for you
