Car was running (and starting fine) a couple of hours before it wouldn't! Nissan '00 Altima. There is a flurry of electrical activity (but nothing works good) when I try to turn it on, including my CD being spat out, my windows will slowly come down but not up, and electrical noise near the fuse box under the steering wheel. Battery is fine, and so are fuses (all checked, including the starter). If I engage the lights, the electrical noise isn't there but lights aren't on. Anyone have a clue here??

Dirty, corroded battery cable terminals to the battery posts.

And/or bad alternator.

Yes, you have an electrical problem with your car. Check your alternator it will suck the juice from your battery. But, if you are having weird sounds coming from the fuse box, look out, get a fire extinguisher.

Check your connection to the battery, I have had a problem similar to that before. My battery was perfect but the connection was all corroded. I cleaned them off and it started right up.
