go to the pet store and ask is they have drops for the fish tank, because that either is telling you that you fish tank water is chlorinated, dirty, or your fish has a fatal infection

I'm guessing that if your goldfish was named Spotty, he may have already had some spots. Maybe what you have is a calico - see photos: http://www.uaepets.com/catalog/images/Calico%20Oranda%20Goldfish.jpg , http://64.224.96.217/ShopSite/media/Calico05.jpg - these can get grayish-blue spots as part of their color. If your fish is very small, he may still be getting the color he'll have as an adult. If you have blue gravel or a blue background, they gray might look "bluer" than it actually is- the fish in this photo has a white skin color that just looks blue: http://www.thegoldfishbowl.co.uk/images/articles/A-CYPG-009.jpg

If your fish is a calico, and this looks like coloring in the skin (under the scales), this might just be normal for him. If the blue color is fuzzy, or is above the level of the scales around it, I'd say Magicman is correct about it being a fungus.

Are you sure the spots are blue? They aren't gray or just kinda light blue? If that is the case it could easily be a fungus. You could treat a fungus with fungus medications from the pet store.

Maybe he didn't do well in spelling,so he was punished and now is feeling blue.
He might be a blue fish, not a gold fish.

Fungus? If it's white-ish it could be Ich. Ask the pet store...
