when i open any program(ie internet explorer), it doesn't show up on the bottom of my screen in the blue area, what do i do?

You will need to run full anti-virus/spyware scan and clean your registry. I recommend you use these programs (they are free).

You mean you don't get a tab on the taskbar?
Look at the taskbar for a couple of very narrow (about 1/16") vertical bars. Hold the cursor over it until you see a double-headed arrow and drag the bar left or right.
