It depends on the information, the context, the ramifications, the potential outcome and the length of the secrecy required.
For example, I had a friend who was being beaten up by her boyfriend. She asked me for help and then asked me not to tell anyone. I kept her with me and away from him until I made her understand that I could not help her without seeking help from the authorities.

Yes, I think it's very important for friends to feel as if they could tell you anything. If someone tells me something and asks me not to repeat it I just pretend I didn't hear it in the first place.
