I had some sensative business work on my pc, I deleted it and the cookies , for security reasons, can it still be gotten from my hard drive, if it were in the wrong hands?

Yes, with the right tools. Don't believe any of the marketing skills used by software companies that claim they can wipe your disk clean with bleach or the Gutman technology. (Cleaning technique that runs like ten times over your disk).

The only true why to avoid some one getting their hands on the data if you were to sell your pc, is to remove the disk and keep it in your safe, or just at home. (Have the buyer purchase their on HDD).

And the other way is to beat it to death with a hammer. Then no technology can recover the data on your HDD.

No, your computer is not clean after you perform a traditional delete. Your business data will be able to recovered until you have performed a "secure delete" of the hard drive contents and free space. A secure delete encrypts all the information on magnetic media, thats your hard drive. Then deletes the information making it unreadable. It does this several times to make to make the information unreadable.

Once you delete a file from your hard drive, no one can get to it, unless they have access to your computer, physically, and some kind of special training.

Suggestion. If you don't want anyone to have your data, save it to a CD or DVD so when you are not on the computer, the data can still be with you.

You can also run some programs to keep your computer safe from attacks. Spybot, Adaware, CCleaner, a good anti virus program, and AVG Anti-Spyware. These programs are FREE and can be found at http://www.filehippo.com/.

Don't forget to do a defrag and update from Microsoft.

You can never recover full data although there are some softwares which do this but are not 100% reliable.I have gone through this problem and i had to pay a great cost for it.So its better to lock rather than delete them.
