This refers to hydrocephalus, which is actually an increase of cerebrospinal fluid in the brain. Kids with this disorder usually develop an enlarged head related to the csf accumulation. A shunt is usually placed in the ventricle to help remove the fluid and maintain regulation.

That is when a baby has water on the brain and it needs to be drained in order for the baby to recover and be normal.

There's something called hydrocephalus which means there's water in the brain. That's the only thing I can think it would refer to.
