It is not a problem with my firewall or antivirus. Its not even my router. My internet works like utorrent but intenet explorer wont work after about 15 minutes when I restart the computer it works. How do I fix this.

Depending in what country you reside and your ISP, the problem may be with the ISP.
Best you call your ISP for support, so they can test their servers online with you.
For this entire past week, I have had pop-ups, "Microsoft has encountered a problem with Internet Explorer and we must shut down". Then they ask you if you wish to send a report.
I have ADSL and I called my ISP, they told me that they were having the problem with Internet Explorer. Took 1/2 day for them to fix.

Ummm. Just to be sure, I would run a TotalScan on your computer. You can do that for free by going to http://www.infectedornot.com
The site is part of a new campaign from Panda Software to raise awareness on the malware problem. They let you use their Panda NanoScan and Panda TotalScan tools for free, and in exchange, they collect statistics that are presented in that same web site.
With these tools you can be pretty sure that you will check your pc for every malware form there is. These tools haven't even been released to the public yet, and they have more virus definitions than anything else out there.
