Either way depending on the size of the fish and how much it usually gets. If the fish normally would eat less food than a pea, just give him about the amount of a pea that would be the same as the food he would get. If it would eat more than a pea, use the pea to replace that much of the other food (or give an extra pea). You want to keep the quantity about the same as what it normally gets, in other words.

Give it before you feed them. Make sure you use the inside of the pea and not the skin. By giving it to them before they eat you know they will be eating the peas.

you only give them a pea squished up between two spoons, in place of their food.
