It depends what herbal blend you mean. There is a wide variety of coffee shops where you can buy good cannabis. A site with a list is shown below.

Be aware there are several cannabis blends and other blends that have a strong effect.
It is not a offence to own cannabis for personal use. That is why the coffee shops are not formally legal. But the police does not do anything as long as the shops pose no thread and do not sell hard drugs like heroin or cocaine.

Go to smartshops, headshops, you will find many of those. They have blends of legal smokes without marijuana. A few of them are in the Hoogstraat (straat = street) in the city center.

The best place is in a coffee shop, will have a sign "smoker friendly" or you can buy seeds, soil, grow lamp, etc in the "bloomin" (how its pronounced) market, its along one of the canals and is pretty cool

you can buy stuff to smoke in coffee shops in Amsterdam when your usally in the streets there you can smell it when people are smoking. you can also go to a tabacco shop.
i have family living in Holland so we usally go there on holiday.
