The first three can be done by state governments. The last one they can't. Even if Texas can make a treaty, it would be nullified by the federal government. The federal government will not allow a state to make a treaty. For instance, it is against the law for any american to do any kind of diplomatic work with foreign governments without the permission of the government. This is why so many were stating that Nancy Pelosi broke the law and should be impeached. She did not have permission to state some of the things she said. So, if a state official went overseas and made a diplomatic treaty with a foreign government without permission, they would be in violation of the constitution of the United States.

Make treaties. States do not have the right to enter into a treaty with any foreign power.

States can also pass laws, borrow money, and tax. Counties can also do these things. I don't believe the states can make treaties.
