It is considered a federal offense to tamper with US mail. Report it. They always take it seriously and will investigate and will report back their findings to you.

Has this happened more than once?
IF SO;
Document the tampered evidence on film ( take pictures )
Record the dates. Make 2 copies. 1 for the police and 1 for you. You may need this on the event this matter is taken to court.
Call your closest post office. Ask who the letter carrier is for your address. Get the NAME ONLY. Say nothing else.
Give this information to the police. . . They will advise you of your options.

contact your building manager with the concerns and let him know that you are going to alert the authorities (police) so they can examine the tape, it is quite possible that it may have gotten snagged while the mail was being sorted. this way you are not accusing the mailman if it turns out you were wrong and you can save face at the same time; good luck

If you are involved in questioning the government, this will happen. I know, it happens to my mother. She is very much involved in conspiracy theories, and whenever she orders anything thru the mail, it shows signs of tampering. Just report it.

Mail yourself something that looks "tempting"
Put some talcum powder inside the envelope.
Make sure it won't come out unless tampered with.
There's your experiment.

sent a mail to urself and make it so that if a person tries to rip open the mail the envelope yells out "HA! CAUGHT YOU RED HANDED!!!"
or you can do like a fingerprint check...

I'd say call the post office he works for, but I'm not sure. I've never heard of that happening to anyone.

Contact the buiding owners to see if his acts were caught on tape, then contact the Postmaster General in your city. (He is at the post office.)
