On Windows XP, be logged in as a privileged user.

Open a DOS command window, type:
notepad C:\Windows\system32\drivers\etc\hosts

Put the following line in hosts:
127.0.0.1 www.site.com
For each site you want to block

Edit: the address should be drivers\etc\hosts
It cuts it off on my screen for some reason

A less obvious way is to add an entry to the HOSTS file. An entry of:
127.00.00.00.thissite.com will redirect any attempt to visit thissite to the computer internals, and cause a 404 page to appear. If you do this you might want to make the file read only. Of course anything you do can also be undone, so you might want to look at setting up user accounts with limited privileges as well

go to TOOLS on at the top of your browser. Then click on INTERNET OPTIONS, then click on SECURITY, then click RESTRICTED SITES then the little button below it which says SITES. This is where you add sites you want restricted from your b rowser.
(This is for IE users only, Mozilla users are slightly different)
