That would depend...
If they were all in nothing but boxer shorts, Chuck Norris would wipe the floor with them.
If they were in "civvies", and MacGyver found a paper clip in his pockets, game over for Chuck and Jack.
If they were wearing $1000 suits, Jack would simply pull out his detonator and vaporize both Mac and Chuck.
It's simply a matter of perspective. Plus, we apparently have WAY too much time on our hands both asking and answering such questions like these, lol.

MacGyver is a pacifist. He would use intellectual means to persuade Walker or Jack. If he thought one was horribly wrong he would try to stop them with an amazing device constructed from chewing gum, paper clips and a lighter.
Walker (let's compare apples so we have to go with Chuck's character) is just, spiritual man who upholds the law. He only gets into necessary fights with criminals. Walker would have no reason to fight MacGyver and shouldn't have a reason to fight Jack.
Jack is the most morally flexible but his form of morality allows him to warp the rules for some greater good. I don't think Walker or MacGyver would always agree with Jack's tactics but they might agree with his motives.
Conclusion: they wouldn't fight but Jack might end up in jail if he went too far over either Mac's or Walker's idea of what was appropriate - especially if they double teamed him!

It would definately be a tie between Chuck Norris and Jack Bauer. However, Duncan MacLeod (aka Adrian Paul) could take all three and come out on top.
