I'm not an expert on the subject, but I believe it is a direction given to television personalities (anchors) by a producer in the control room (such as "turn to camera 1").

The control room "feeds" the person on stage through a very small earpiece worn by the speaker. So the speaker is just a front, the actual control of his or her dialogue is being "controlled" by the person(s) in the control room.

Thjs is a common practice.
