Officially, no, it's a city health ordinance, and also a huge safety issue for the servers. Also a business issue, because many other diners don't like having animals near their dinner table.
But there are a few places around town that are a bit casual about enforcing things if they have outdoor tables with direct public access, so that you don't have to take your dog through the indoor restaurant. Even though it is technically still illegal, I've seen dogs sitting quietly on leashes in the patio area of the Market Bar down at the Ferry Building for example. Ditto for outdoor tables at the Bell Tower on Russian Hill and The Grove on Chestnut in the Marina. Of course, it depends on whether your dog is quiet and well-behaved - if not, you won't be welcome outside either.

Dogs and other pets should not be allowed in any restaurant unless it is a seeing-eye-dog for the visually challenged.
In SanFrancisco you might find some HOT DOG vendors with carts. Be carefull, the hot dogs they serve used to have 4 legs and a tail. They are always looking for new meat to serve. Try the black labador with mustard and onions.
