If by green, you're asking about the green spotted puffer, no you can't. Green spotted puffers require a high-end brackish tank to near seawater conditions. As juveniles, they can be kept for a very short time in freshwater, but really should always have salt in the tank to have any success with them - more salt than most other fish (except maybe mollies, guppies [which might be eaten], and other brackish water fish) would tolerate. See the sources below for more information on keeping these:

No way, it does not matter if your puffer is of the specific green breed. All puffers nip plants and finnage of fish.

The majestic fins of your angelfish would only seem nothing more than a wonderful snack for the puffer.

But if you have faster fish such as silver dollars, with little finnage, the puffers would probably be outrunned.

however, also take into consideration that different fish types have different requirements so it is better to know the water types they thrive in before mixing with the puffer, which seems to like brackish waters.

What's with all the puffer questions? I saw some at Wally-World when picking my meds up the other day. Half were dead, half were dying. You know those morons will net the fish and cause massive internal injuries.
Stay away from Wally-World puffers. They aren't going to make it. If you don't buy them, they won't carry them. Puffers are not the type of fish they should be carrying. There really isn't any fish the should be carrying, considering how poorly they are treated at every store I've been to.
