Is this in a crossword puzzle? If so, are you certain about that L? If you meant the dashes to indicate blanks, then "theory" fits without it.

If you just need any word with this meaning starting with 'TEL', then again, the L is a problem, because "tenet" would come immediately to mind without it.

It could be "teleology", which is a specific idea meaning either "the explanation of phenomena by the purpose they serve rather than by postulated causes", or "the doctrine of design and purpose in the material world". But note that it doesn't mean "doctrine/thesis/belief" but rather is an example of one of these, like "atheism" or "scientology", for example. Hope this helps:
