He did say this: "The difference between dictatorship and democracy is simple: dictators organize from the top down, democracies from the bottom up." and he was a humanitarian in his personal life, but he was the original "supply side president". His policies exasperated the Depression and Roosevelt beat him, turned around years of backward thinking and got us through a WW. Hoover was not a good president....he was one of the worst. although he was a Democrat at the time of his election, he had always been a Republican...He was probably the 1st "Neo-Con" type leader we had. I am a Quaker as he was, and can say he probably meant well, but he was of an elite and did not understand the common man's plight. He was a fence sitter regarding his political stance, but I see him being a Democrat convert to simply get the presidency and his economic policies are similar to the policies of Bush, in that he created larger government, but Hoover increased taxes to pay for it and placed the US in a very vulnerable position at a time when the world wide banking community was very weak, propelling the world into a Depression. His Admin. is marked with hesitancy...his policy decisions scattered and without purpose
