sand dunes are created by the winnowing action of the wind. smaller size particles like dust are easily picked up by the wind and can be carried aloft for hundreds of miles. This is like the wolf and the straw house, he could huff and puff and just blow it away. grains that are larger than sand size are not disturbed by the wind, much like the brick house the wolf could not blow down. but sand is just right (sorry Goldilocks). wind will push it up the side of a dune but at the crest, the wind is dispersed so the sand falls out. dunes can move back and forth depending on wind direction and grow as more sand is blown in and trapped. if the movement of dunes is too slow, they may get covered by grasses and eventually become part of the soil.
dunes can occur anyplace that has sand and wind. Beaches, deserts and even highlands and prairies.

Sand Dunes are the result of abrasion, or wind erosion. It is when sand is pushed over time, by the wind to form a dune like
shape. Sand however, is not formed by wind abrasion. Sand is
formed when large rocks and sediments are broken down into
small grain-like particles we call sand.

they are big piles of sand that collected there because of the wind. It's just like a big hill of sand, moved around by the wind.
You see them a lot in the desert.
(And the area where the sand is higher in the ocean is called a SANDBAR, not a sand dune.)
