According to me... You should tell them what you really feel despite knowing that they dont love you or they do..
Thats what i always do... It helps me to feel better..
Atleast i know that i've let them known my true feelings.. And in the future, i may not regret anything or say: " How i wish i could tell him that I love him sooo much"
So.. You see, i dont want to say How i wish i could...
Just go and say... Its not gonna cost you much..

You should tell them, because imagine if something happened to that person and you never told them how you felt.
Just tell them, "There is no pressure for you to respond, I don't want to make you feel uncomfortable...but I feel like I need to tell you how I feel."

If that's okay with you, I don't see why not. Just enter it into a conversation, and maybe let them know it's okay if they don't love you back. A lot of people might feel they're required to let you know their feelings.

that depends on how the other person feels!!will he appreciate that you told him and love you like a friend then do so!but if you think he's going to not appreciate it and maybe even make fun of you for it,then i wouldn't!!who needs more hurt?i'd start with maybe," i like you"and see how he reacts!!
what if you told him you love him and he avoids you afterwards?!can you handle that!?good luck!
