Not really. I do know people who raise angelfish that don't filter, but they also have a drip system that over a period of 24 hours does a 100% water change, but in a practical sense, no. Anyone else who says otherwise simply doesn't know what they are talking about.

If you dont want a filter system than you could use snails or alge eaters they both are like fish and will stay in the aquarium, but will get their food from cleaning the tank.

Absolutely impossible, unless you want to change at least half of the water EVERY DAY!!!
Setting up a tank without filtration is like you never cleaning your house and letting trash build up.

My 4ft fishtank outside has never ever had a filter or airstone in it.....gravel and lots of live plants work fine....do small partial water changes ever couple of weeks. I had it with tropicals in it (only in summer), goldfish (year round) and mexican walking fish (year round)....the goldfish breed like rabbits...so they must have been quite comfy in there.

well, goldfish and fighting fish (betas) don't need filters, but you still have to change their water often. otherwise, if you really want a huge tank with lots of diff fish, you will need to get a filter, and even then you will still have to clean it out from time to time.
