That makes sense, due to the weather. Winter or poor weather isn't conducive to hanging out on the street and begging. I would imagine they spend the less appealing (weather) times of year in whatever shelter they can find.

Yes when the weather gets better they like to be out more. Makes sense if you think about it but it is not to my liking even though some can not help the status they are in.
