Jeepers ... please look up people that left office while Clinton was in office due to him being in office (I have). The list i provided is of all people that have said they 'personally left because of the Administrations actions or lack of actions (which is the same reference point i used for Clinton).

About the same as every other two term administration.
Same with cabinet officers.
G. W. Bush - 6 Cabinet officers changed after the first term
Bill Clinton - 6 Cabinet officers changed after the first term.
Ron Reagan - 7 cabinet officers changed after the first term.
Nixon - 8 Cabinet officers changed after the first term.

You have to ignore post like from friendlyflyr.
He trys and list every single government employee who left government service while Bush was President.
Then list only cabinet members who left under Clinton.
Not what you would call an accurate comparison.

Don't have an exact number for you, but many have resigned because they disagree with policies of the administration--kind of tells you that republicans have principles they will not compromise--doesn't it?
I don't think Bush will surpass Clinton's record setting of:
- The only president ever impeached on grounds of personal malfeasance
- Most number of convictions and guilty pleas by friends and associates*
- Most number of cabinet officials to come under criminal investigation
- Most number of witnesses to flee country or refuse to testify
- Most number of witnesses to die suddenly
- First president sued for sexual harassment.
- First president accused of rape.
- First first lady to come under criminal investigation
- Largest criminal plea agreement in an illegal campaign contribution case
- First president to establish a legal defense fund.
- First president to be held in contempt of court
- Greatest amount of illegal campaign contributions
- Greatest amount of illegal campaign contributions from abroad
- First president disbarred from the US Supreme Court and a state court
