yes there are good and bad .
You can have a pretty face and a
ugly heart and that will make you ugly!
You can be plain but shine with so much love people will see beauty.

I don't believe there is. I think everyone naturally has a certain amount of beauty, but the exact percentages of the beauty that is shown through physical attractiveness (remember, this *could* potentially change with times as what is considered physically beautiful now, could have been since as not-so-beautiful 100 years ago) and other internal things like personality differ from person to person. I also think that no one is 'ugly' on the outside, anyone who thinks someone is is ugly themselves for thinking so.

Of course not! No matter what anyone says no one is ugly. Everyone is beautiful in there own way. If your friend, family member, or even you is feeling ugly then just stand in the mirror and tell yourself 10 things that you like about yourself.
Besides no one cares about how you look....it only matters what's on the inside!
Anyone can change there hair to look pretty, or the shape of there body....but i think that's a waste of time]

Yes. It's all to do with some sort of mathematical equasion apparently. I read it somewhere. Your eyes need to be so many millimetres away from each other and your nose should be a certain length etc.
apparently just a few millimetres can make all the difference between ugly and beautiful.

You could be the most physically beautiful person on earth and there would still be something ugly about you. Ugly isn't only physical. So yes, everyone is ugly on some level, just as everyone is beautiful on some level as well.

Wow, your question has actually made me ask myself what I consider ugly in a person, thank you.
To be ugly on the outside is possible but if they are good people are they truly ugly? Ethically probably not.
A person who hates and is cruel but is also beautiful, I would not consider them ugly. So do ugly people exist, yes... but as usual with these sorts of things its not so simple as that.

there is no such thing as a 100% ugly person. Perhaps that stunningly beautiful woman may be really ugly inside, and vice versa.
yes, there are visually ugly people.
yes, there are personality-ugly people.
100% ugly...I doubt it very much.
