NOOOOO!!!! The only thing you need to change is- a white blouse instead of a blue blouse, with the black pants- or- black or blue shoes with the blue blouse and black pants!!!
(Preferably I would go for: White blouse, black pant, and red shoes- that would be total cuteness!!!)

if the blouse is a light blue than yes! red shoes are great=) just because it doesnt match, doesnt mean that the outfit doesnt go together. and if it is a sailor blue than it will look that much better! the sailor look is really cute, if you are doing that then make sure to accessorize with white and red.

no, that would be a little risky. How about pairing a satiny blouse under a black blazer to match your pants?

It all depends on the shade. Darkish reds would go better with a sky blue, and bright red would go better with navy blue or midnight blue.

If the blue is really bright, then no. But if it is a much darker or much lighter blue, then yes. I am definitely in the 'red handbag also' group.
