The record is 21 set by Tom Cheney on September 12th, 1962. This was a 16 inning game, however. Randy Johnson has 20 for an 11 inning game on May 8th 2001.
The 9 inning game record is a tie at 20 between Roger Clemens and Kerry Wood. Wood did it on May 6th, 1998 and Clemens has done it twice. Once on April 29th, 1986 and again ten seasons later on September 18th ,1996.
Another remarkable strikeout record was set by Tom Seaver on April 22, 1970. He struck out 10 consecutive batters.

She pitched for the University of Arizona Wildcats from 2003 to 2006, collecting 144 career wins (the third most in NCAA Division I history) and 1,762 strikeouts (the third most in NCAA Division I history). She currently holds the University of Arizona Wildcats records for career wins and career strikeouts, as well as the NCAA Softball World Series strikeout record, and the 2006 NCAA Softball World Series title.
Alicia holds the high school record for most strikeouts in a single game with 61 in a 30-inning game against Woodland High School that started on May 25, was suspended, then concluded four days later on the 29th; she took 364 pitches to accomplish the feat, five more than opposing pitcher Kelly Anderson, and gave up just 10 hits. Her performance bettered DeeDee Weiman's previous record of 53 strikeouts in a 29-inning game between Cerritos Gahr High School and Lakewood St. Joseph High School in 1986; in that same game, Lisa Fernandez struck out 48 batters (the fourth best high school outing) for Lakewood.
