If you look closely at the lock there may be a number stamped on it. You can give this number to a locksmith that will look up the key code and can make a key. It will probably be $15 to $20.

have you tried a screw driver at the top of the drawer. Tried removing the locking mechanism. Taking apart the file cabinet from the back?

either pick it or call a locksmith. sometimes the manufacturer of the cabinet can send you a new key too.

bomb
drop from height
umassemble
failing that just hire a lock smith

use a thin , strong pen knife prefirably victorinox ....worked for me ....good luck..
