Definately the crossing guard, the old lady has a hard enough time moving around, which would make her an easy target. You should immediately get more points for hitting an able bodied person!

You get more points for taking out the old lady and having her walker take out the guard (and at least two other "innnocent" by-standers).
Combinations are always worth more.
