it has somewhere over the rainbow in it , but it also has a girl's voice saying" i know you know this song" and other vocal things that aren't sung, it is kinda techno-ish?? anyone know the artist???

Judy Garland. The song was voted the best song of the 20th century by some music group. I don't remember who.


I read your question too fast. Judy Garland was the orignal artist. Many other people also recorded "Over The Rainbow". I don't know to whom you are referring. I'd like to know so I could listen to her version of "Over The Rainbow" It's one of my all time favorite songs.
