Why was the District of Columbia created, and why was the seat of government moved to that location?

The government needed a permanent home after being shuffled between New York and Philadelphia during and after the Revolution, and it was decided that it should be in the middle of the country (at the time). Maryland and Virginia both donated land to create DC, though the Virginia portion was taken back later.
